The purpose of the River Alliance shall be to maximize the benefits derived from the assets of the Broad, Congaree, and Saluda Rivers for the citizens of the Central Midlands Metropolitan Area. The board was established to have the ultimate authority over the conduct and management of the business affairs of the Corporation.

There are twenty-eight (28) seats. The City of Columbia holds three (3) seats.
Term of office is three (3) years with one (1) reappointment.
All appointees must reside within the corporate limits of the City of Columbia.
